According to the chapter heading, these are the words of angel Moroni that Joseph relayed to his family in September 21, 1823.

This text is taken from Joseph Smith Jr.'s 1838 account of his history (see JS-H 1:38-39 and [manuscript volume A-1](https://www.josephsmithpapers.org/paper-summary/history-1838-1856-volume-a-1-23-december-1805-30-august-1834/5)). Note that none of the earlier accounts of the first visitation by the angel to Joseph contain any variation on the phrase "I will reveal unto you the Priesthood..." (see Joseph's [1832 account](https://www.josephsmithpapers.org/paper-summary/history-circa-summer-1832/4), Oliver Cowdery's 1834 telling in pg. 78-80 of [Messenger and Advocate vol. 1, no. 5](https://archive.org/details/latterdaysaintsm01unse/page/78/mode/2up) — February 1835). Note that other early accounts of this visitation (such as D&C 20:2,5-8) are quite short and lacking in detail.
1 BEHOLD, I will reveal unto you the Priesthood, by the hand of Elijah the prophet, before the coming of the great and dreadful day of the Lord.

2 And he shall plant in the hearts of the children the promises made to the fathers, and the hearts of the children shall turn to their fathers.

3 If it were not so, the whole earth would be utterly wasted at his coming.
