All the verses except verse 16 refers to God or The Lord in the 3rd person, but then verse 16 switches to first-person perspective for God.

Were the works of God not frustrated when Joseph Smith was murdered before he could finish his translation of the bible, and before he established a clear path of succession?

Were the works of God not frustrated when the saints were forced to abandon the temple in Navoo?

Were the works of God not frustrated when Polygamy - God's "new and everlasting covenant" - was banned in the United States?

Are the works of God not frustrated each time someone leaves the church?

In 2015, Church policy declared that children of gay parents could not be baptized. In 2016 Apostle Rustle Nelson said this policy was based on revelation and was the will of the lord. Then in 2019 The Lord's will changed and this policy was reversed.

This seems to be a very clear, and very recent example of God varying from what he has said.

This verse seems to be an 'out' for when things don't work out. Apologists can just claim that if something the church tried to do didn't work, then it was 'the work of men' and not the 'work of God'.

4 For although a man may have many revelations, and have power to do many mighty works, yet if he boasts in his own strength, and sets at naught the counsels of God, and follows after the dictates of his own will and carnal desires, he must fall and incur the vengeance of a just God upon him.

All the other verses in this section speak of God in the 3rd person perspective. This verse switches to first-person perspective "my work", "my people". Starting in Section 5, Joseph will completely switch to the first-person for God.
